In fact frankly I can see a gathering of Sims at the Bistro or at the bookstore or along the sidewalks or at Central Park. This game sets a balance for those with low-end, mid-range and those with high-end computers. So yes, TS3 is CPU and GPU intensive if one wants to get the best experience this games offer.

This is why TS3 is the most advanced life simulation because it simulates not imitates. But there is a difference between imitation and simulation. The reason why TS4 has so many Sims is because it's similar to TS1 or TS2 where the lot becomes populated by a constant generation of Sims to imitate it being lively. If you are having this issue in all EA worlds, then it sounds like your computer is not powerful enough to handle TS3 at its peak performance. I'm taking a break from Sims 4 and in there all venues are always full of played sims and townies. I mean, literally no one is there but my sim when I visit places. That mod can be set up to show map tags (in map view) on each sim in town so you can see where they all are. If you use mods you might consider NRaas Tagger. You shouldn't need to do anything for EA worlds. You'll have to go into Edit Town and click on all the occupied houses to determine how populated the world is (or use NRaas MasterController to view population demographics). Most of them come empty, but some do include other residents. Lastly you can always have your sims throw a party at a venue to get it populated. You can also go into Edit Town and change lot assignments of community lots you don't use to 'no visitors allowed.' That should limit the places inactive sims go and might encourage more of them to show up on other community lots. For Bridgeport especially, have a sim read the newspaper to find out where to go.

If your sim is visiting a lounge or club which is not a 'hotspot' of the night then there won't be many other sims there.
